Financial Oversight Manager

This role provides oversight to business areas where financial information is managed and reported through reviews and assessments of the processes and controls used to manage financial information.
 
ACCOUNTABILITIES
Undertake reviews and assessments of financial reporting across Group Finance business units.
Design of assessment and evaluation frameworks for general roll-out and for specific thematic reviews and assessments as required.  These will be reviewed by senior staff for approval and roll-out as required.
Regular oversight through participation in steering committees and other forum providing review and oversight of key project across Group Finance.
One-off intensive remediation of areas of acute concern or risk where imbedded oversight is required.
Reporting of findings and recommendations arising from reviews and assessments
Assist in the management of the work-load of Risk Oversight and Reporting and the deployment of staff.
Assist in the development of reporting materials to senior management and for Group committees and forums as required.
Participation in regular over-sight meetings and activities as required.
Contribute to the update of an effective central action tracking database to ensure all issues and actions are addressed timely and or escalated to the Directors and DRO. 
Contribute to the planning, delivery and ongoing development of an appropriate Group Finance risk report, for presentation to the GFD through the DRO reflecting the aggregate consolidated risks for Group Finance.

Produces clear and concise reports and other written material usually of a detailed and technical nature, which are understandable to those with or without a good knowledge of the subject matter.

Plans, co-ordinates and controls the work and resources under their control. Maintains an awareness of the workloads of the areas they are involved with in reviews and assessments and makes the most effective use of resources to achieve overall business objectives.

Analytical Skills
Has a strong understanding of financial control and the assessment and review techniques available for the review and assessment of financial information. 

Environmental Awareness
Has a good knowledge of the financial control environment found in Banks with a good working understanding of banks operating under the requirements of SOX.  Has a strong understanding of the management environment and information requirements of the Treasury operations and the way regulation and the economic environments are likely to impact the business activities of a treasury operation and banks in general. 

Procedural/Product/Specialist Knowledge
A very good knowledge of the relevant procedures for asset-liability management, funding and liquidity, capital management and interest rate management including the interpretation and application of best practices, and able to immediately recognise a range of options when matching these to business needs. Has strong knowledge of the financial products and resources managed by a Bank treasury operation and the risk and controls most commonly found in a group treasury operation of a large financial services company.  Awareness of the wider compliance requirements of treasury operations and group finance functions as a whole for a large, regulated financial services company.
